ROLE OF THE UNIVERSITY ARCHITECT FOR TULANE UNIVERSITY
Reporting to the vice president for facilities, campus development, and services and working in close collaboration with the senior vice president/chief operating officer, the university architect (UA) develops, plans, and implements environmental, facility, and program planning activities; oversees all architectural and urban design for all campuses of the university; and directs all long-range campus planning. The UA has a leadership role in matters of campus aesthetics and the preservation of the Tulane University’s architectural heritage. The position works with the senior leadership of the University to lead the decision-making process for projects and tasks that affect the overall planning and image of the University. In addition, the UA directs land use, zoning, and regional development initiatives; coordinates preliminary architectural studies for new structures and alterations to existing structures and site development; and advises the University leadership on their planning and design projects affecting the Tulane community. With oversight of the University Planning Office, the UA supervises all projects that come through that office.
Essential functions include:
- Coordinates and directs all campus planning activities for major university building construction and campus improvement projects
- Lead the development of the project scope for procurement of professional services and actively participate in architectural/engineer selections.
- Provide oversight for aesthetic and programming issues during project design.
- Implement consistent application of campus design standards including all instructions and guidelines.
- Compare schematic design, design development, and construction document submittals to the “design deliverable matrix” to ensure university expectations have been met prior to proceeding to the next phase of design.
- Assist with the development, maintenance, and updating of architectural design and construction standards, professional service agreements, and related contractual documents utilized on University construction projects.
- Provide oversight and guidance for environmental graphics, way-finding means, and site and building accessibility design to support progressive and consistent campus development.
- Monitor projects from conception through commissioning; working directly with consultants and Tulane University Project Managers to ensure plans and specifications are being followed; and make recommendations regarding aesthetic substitutions and changes to approved plans.
- Develops, implements, and maintains the university’s Master Plan
- In conjunction with the university’s Master Plan, ensure that new structures on campus reflect the philosophies of the Master Plan.
- As facilities are being designed, ensure consultants adhere to these and any other stewardship documents.

- Translate the vision and institutional direction set forth by the president into manageable, prioritized capital projects that are consistent with the long term Master Plan goals.
- Provides aesthetic design oversight of major building construction and campus improvement projects
- Provide guidance in the management and development of feasibility studies and pre-planning studies.
- Coordinate through the levels of the facility planning process for the remodel, renovation, or construction of facilities. This includes space evaluation and analysis of university units with existing, new, or reallocated space to ensure the efficient and effective development and utilization of university space.
- Prepare designs, plans, and specifications for various construction/deconstruction projects on campus.
- Develop programming and feasibility studies for renovation and new construction projects for buildings, landscape, and other improvements.
- Review Architectural submittals during the construction process to ensure the design intent is being met. Develop and maintain design standards and quality expectations for campus construction projects and communicate them to consultants, contractors, and others performing work on campus.

QUALIFICATIONS AND CHARACTERISTICS
The successful candidate will have a bachelor’s degree in Architecture from an accredited institution with a minimum of ten years’ directly related experience in architecture or environmental design. Louisiana Architectural registration or NCARB Certification required at the time of application with Louisiana Architectural registration required within six months of hire date. Further, the UA will hold a current LEED accreditation (such as LEED Green Associate). Candidates will have excellent organizational skills and the ability to prioritize projects and work independently in meeting assigned goals; exceptional oral and written communication skills; the ability to interact professionally and courteously with internal and external contacts at all levels; and the ability to work collegially with a wide variety of constituencies possessing various levels of planning and design knowledge. Self-motivated with solid management skills; ability to gather and thoroughly analyze information to make well-founded recommendations to the University’s senior administration; capable of taking the initiative to resolve problems; and a strong focus on customer service are all qualities of the next UA. The successful candidate will possess the ability to utilize design software programs including, but not limited to, AutoCAD, Adobe Creative Suite, and Microsoft Office Suite, and to learn new software programs.
Preferred qualifications include a master’s degree in architecture, environmental studies, or a related field and experience working in a university or institutional setting and/or in an academic environment with students.

The 400+ staff deliver services as diverse as the community they serve. They are dining and vending, ID cards, parking and transportation, facilities and construction, mail, bookstores, computer store, university architect and planning, recycling and sustainability, event services, and childcare, and their role is to support Tulane’s living, learning, teaching, and research communities.
In addition to being on campus seven days a week, they also offer one-stop shop customer engagement offices on both the downtown and uptown campuses. Randy Philipson – Vice President, Facilities, Campus Development & Services
A New Orleans native, Randy Philipson is currently serving as the vice president for facilities management and campus development at Tulane University.
An LSU graduate, he launched his career in 1998 as the first event coordinator at the LSU Pete Maravich Assembly Center. Prior to 1998, the PMAC, in its 25 years of existence, had not had an event coordinator. During his tenure at the PMAC, Philipson coordinated the Inaugural Ball for Governor Mike Foster, LSU Basketball Games, NCAA Women’s Basketball Regional Tournaments, and LSU Gymnastics.
Philipson returned to New Orleans in 2000 as an event coordinator and later manager of event services for the Louisiana Superdome and New Orleans Arena. His responsibilities included coordinating various events such the Super Bowl XXXVI Friday Night Party and Pre- and Post-Game Shows, NCAA Women’s Volleyball and Basketball Final Fours, Nokia Sugar Bowl, SEC Men’s Basketball Tournament, the BCS National Championship Game, and Microsoft meetings which included Microsoft’s second largest annual company meeting. Philipson also acted as the event coordinator for all of the New Orleans Hornets events from their inception in the city.
In 2005, Philipson was named the director of event services at the SMG-managed Baton Rouge River Center. There, he oversaw the Event Services department as well as coordinating events including the Miss Teen USA Beauty Pageant, Hollydays, and the Baton Rouge Business Report Biz Tech Expo.
In 2006, Philipson once again returned to the Superdome and New Orleans Arena as director of engineering & operations. In this position, he supervised the Operations, Engineering, Housekeeping, Production, and Technical Services Departments. These departments are responsible for the set-up, tear down, cleanliness, and technical aspects of every event in the facilities. He was also responsible for the safety program, emergency/severe weather planning, FF & E procurement, pest control, preventive maintenance programs, annual inspections, and union negotiations/relations.
In 2011, Philipson was named the regional director of operations for SMG, covering the southern region. In this capacity, he oversaw and served as a resource for the directors of operations in 30 facilities. Further, he determined the course of the corporate operations initiatives in conjunction with the three other regional directors and the vice president of operations for SMG.
In July of 2013, Philipson was named director of facilities for SMG New Orleans. In this role he worked with the various state-owned properties under the jurisdiction of the Louisiana Stadium and Exposition District as well as on various SMG development projects around the country.
In July of 2015, Philipson was hired at Tulane University as the vice president of facilities management and campus development. As vice president, Randy Philipson oversees the University Planning Office in its mission to support and implement the University’s Strategic and Master Plans and its goals for institutional development through the physical environment and building resources of the University. The University Planning Office coordinates and directs campus planning activities for major university construction and campus improvement projects and assists departments and divisions with space and physical facilities planning. This includes oversight of Capital Projects, Real Estate, University Services (Auxiliaries), and Facilities Services.

The Office of the University Architect is responsible for leading Tulane University’s planning efforts to create campus environments which support living, learning, teaching, and research. This is achieved by guiding campus design, master planning, space planning, and facilities data management.

As the chief operating officer, Patrick is charged with creating an environment fueled by innovation, discovery, and discipline, while ensuring the financial and operational stability of Tulane University. As the most senior non-academic officer, his broad portfolio represents the underlying infrastructure supporting the academic mission and vision of the university.
After joining Tulane in 2016, Mr. Norton undertook an extensive review of the university’s fiscal practices, investments, and opportunities. Because of his initial work and leadership, Tulane University has reversed its course of deficit spending and is building a financial culture of empowered leaders, rigorous planning, and effective execution. Seen by many as an unlikely entrepreneur, Mr. Norton has demonstrated a unique approach to his work. In his short tenure he has redesigned the university’s approach to budgeting, creating the opportunity for deans to act as their own CEO – allowing for innovative programing and investment at the school level. New Orleans = Tulane
New Orleans in 1834 was one of the busiest international port cities in the world. But the city wasn’t just importing goods from across the world; they were also importing deadly diseases like yellow fever, malaria, and smallpox. In an effort to treat these diseases, learn more about them, and train more doctors, the Medical College of Louisiana was formed.
By 1847, the Medical College of Louisiana was a newly established public institution, the University of Louisiana. But in 1884, wealthy merchant Paul Tulane, a native of Princeton, New Jersey, wanted to express his appreciation for the city that made him his fortune. He donated more than $1 million in land, cash, and securities “for the promotion and encouragement of intellectual, moral, and industrial education.” His generous gift transformed the University of Louisiana into Tulane University. In 1886, the H. Sophie Newcomb Memorial College was established as Tulane’s co-ordinate college for women.
More than 180 years later, Tulane University has become one of the most respected educational and research institutions in the country. Michael A. Fitts – President
Michael Fitts is the 15th president of Tulane University. He arrived at Tulane in July 2014, bringing with him a strong emphasis on heightening cross-disciplinary education and research.
President Fitts believes students and higher education institutions can set themselves apart in a fast-changing world and ever-shifting economy through the combining of different fields and skills. In his first year at Tulane he launched task forces to lead the university in deepening its unique strengths for interdisciplinary collaboration. He sees powerful advantages in the university’s manageable size, its wide selection of professional schools, the unified undergraduate college, and multiple cross-disciplinary projects already in place. He aims to create the most engaged undergraduate experience in the country through this rethinking of academic options, residential living, extracurricular activities, and more. In graduate education and research he will foster intellectual cross-pollination that can produce solutions to some of the world’s most fundamental problems.
This focus also extends to Tulane’s physical campuses. President Fitts has initiated a campus master planning process with a 21st century vision of spaces redesigned to promote connections. That includes drawing people together from different parts of campus and linking different functions of the university, such as residence halls with dining hubs and academic venues.
Another avenue for making connections is public service, an area where Tulane is a leader in higher education. President Fitts lauds the pursuit of community work for its power to show students how theory connects with practice. It gives them real-world experience with the concepts they study in class. His vision for the university includes enhancing the ties between public service and academics.
Before arriving at Tulane, President Fitts served 14 years as dean of the Law School at the University of Pennsylvania, where he was recognized for greatly boosting that school’s offerings in interdisciplinary education. He also presided over a quadrupling of Penn Law’s endowment, a more than 40 percent increase in the size of the Law School faculty and a doubling of all forms of student financial aid. He oversaw the rebuilding or renovation of the entire Law School campus. The Law School’s Board of Overseers named a faculty chair, a scholarship, and an auditorium at the school in his honor.
President Fitts is a native of Philadelphia. He earned a Bachelor of Arts degree from Harvard University in 1975. Inspired by To Kill a Mockingbird and its heroic protagonist, Atticus Finch, he attended Yale Law School. He was editor of the Yale Law Journal and received his juris doctorate in 1979.
He served as a clerk for federal judge and civil rights advocate Leon Higginbotham, who became a mentor to him. President Fitts then worked as an attorney in the U.S. Justice Department’s Office of Legal Counsel, where he served as outside counsel to the President, White House, and Cabinet.
His teaching career began at Penn Law in 1985. He has written extensively on presidential power, separation of powers, executive branch decision-making, improving the structure of political parties, and administrative law. He served as president of the American Law Deans Association.
President Fitts and his wife, Renée J. Sobel, Esq., have two adult children.
Dr. Robin Forman – Senior Vice President for Academic Affairs and Provost
Dr. Forman was appointed senior vice president for academic affairs and provost in September 2016. He previously served as dean of the Emory College of Arts and Sciences and the Asa Griggs Candler Professor of Mathematics at Emory University. He has held faculty and administrative appointments at Rice University and has served as an instructor at MIT and as a visiting professor at the University of Burgundy, Harvard University, and the Mathematical Research Institute. Dr. Forman received a Bachelor of Arts and a Master of Arts in mathematics from the University of Pennsylvania and a doctoral degree in mathematics from Harvard University. His research, which has been funded by the National Science Foundation, the National Security Agency, and the Defense Advanced Research Projects Agency, focuses on combinatorial methods in topology and geometry.
